The minimum voting age is lowered from 20 to 18, youths can vote at the national level in the July 10 Upper House election. It is argued that citizenship education must be expanded and deepened. This paper explores conceptions of citizenship education through a focus on the policy and curriculum development process of citizenship education in Japan. The second part of this article describes the model of “Waseda Maniken-Clark Memorial International High School”and investigates whether this model helps students become effective citizens |
