| 内容記述 | International education and cooperation signifies the collaboration between developing countries and advanced countries, in addition to international organizations, in various fields of education ? such as reading, writing and calculating, preschool, primary, secondary and higher education, technical education, vocational training and adult education. The world conference on international education and cooperation, held in Thailand in 1990,adopted a declaration calling for the promotion of EFA, or Education for All. However, a subsequent conference, held in Senegal in 2000, confirmed that EFA is far from being achieved. In 2002, the Japanese government announced a policy on international education and cooperation. Titled BEGIN (Basic Education for Growth Initiative), the policy places emphasis on assistance to the construction of school facilities, the improvement of education for girls, the exploitation of information and communication techniques, the education of science and mathematics, the training of teachers, the management of schools and the improvement of educational administration systems. For these purposes, the Japanese government is extending 250-billion yen, or about 3.1-billion US dollars to developing countries for five years starting in 2002.I would like to propose that the Japanese aid policy should center on aid to developing countries in East Asia, especially in the exchange of young people and children. I hope that both the International Pacific University and the International Pacific College will be able to promote the exchange program to work for international education and cooperation in the Pan-Pacific region. |
