The study comes about from the viewpoint of the implementation at educational sites both inside and outside Japan in order to establish Japanese language around the world. Also required is the implementation of the “100 million total activity society” which are the measures of the current Japanese government for being formed as the strength of a nation.  As a result of the study, it was identified that teachers need to practice student focused, communicative Japanese classes in order to prevent the reduction in the number of learners of the Japanese language, and it is also important to provide the proper learning contents for each level of students so Japanese education survives in New Zealand.
