This study first surveys the changes of expression education in the kindergarten teaching procedure, then mentions the new viewpoints of expression education and its educational effect and finally, clarifies some problems about the enforcement of the sixth kindergarten teaching procedure through non-participation observation of a private and a public kindergartens.  As a result, the two types of kindergarten have common and individual challenges. In both kindergartens, no activities for bringing up sentiments, no advice of teachers to deepen infants’ experiences, no tangles for environment, and no voluntary musical activities for infants are set, while these kindergartens deal differently with only a part of seven credentials.  It is necessary to devise and practice the activities for bringing up seven credentials equally.
