The investigation method was interviewed to two committee who had settled on the program. The following two findings were obtained from the results of the analysis\n ① The method of discussing the committee concentration of power was adopted. The member’s sharing knowledge and information was promoted, and there was a positive influence in the\n innovation of the system.\n ② Generation and the cancellation of the conflict occurred at the committee.
