 note = {Today in our country, to convert to mature civil society, the system reconsidering has been driven by the government actively. In sports, schools, sports organizations, corporations, the system has depended heavily on the government. However, the system has to be converted to
 develop in the local culture by in each and every people while helping by the government. For this purpose, each and every resident must utilize their free time to make a cultural understanding of the sport. They need to be familiar with the sport to establish an ongoing initiative at each stage of their life. The initiative of the local people to run comprehensive local sports club may
 change the structure of the future development of local sports. The changes may include the local sports administration and sports organization's significance of existence. Within this context, the Ministry of Education established “Sports Promotion Basic Plan” in September 2000 to provide a lifelong sports policy objectives. The objectives are as follows : (1) to achieve a lifelong sports
 society where everyone in the nation may be familiar with the sports forever in terms of their physical strength, age, skill, depending on the purpose of interest in anytime and anywhere; and (2) to reach the rate of 50% of adults to be engaged at least once a week in sports as early as possible. In order to achieve the objectives, within 10 years until 2010, at least one comprehensive sports club to be developed in each one of municipality. Additionally, at least one regional sports center in each prefecture to support the creation of a local sports club activities and operations need to be developed. Therefore, the purpose of this study is to prepare first year basic materials for Yoshii Sports Club’s continuing research while targeting the club’s preparation period (The first year activities of the establishment of the facilities that was approved by the Japan Sports Association). That includes how the Yoshii Sports Club develops and fits in the community in the future.},
