1999年に開催されたケルン・サミットでは，すべての人々が学習と訓練を受ける機会を持つこと，すべての子どもが読み書き，計算，情報通信技術（ICT）について十分な習熟度に達し，基本的な社会的スキルを身につけることができる質の高い初等教育を受ける必要があるとされたケルン憲章が採択された。これを受け2000年から2005年の６カ年計画として「ミレニアム・プロジェクト：教育の情報化」が実施された。一方1993年の科学技術白書で青少年の科学技術離れが報告されて以来，青少年の科学技術離れ・理科嫌いを解消するための様々な取り組みが行われ，「科学技術・理科大好きプラン」の成果としてスーパーサイエンスハイスクールが現在も実施されている。 |

In 1999, the Cologne Summit in Cologne, Germany adopted the Cologne Charter, which agreed that all people should have access to learning and training, and that all children need a high-quality primary education that will enable them to achieve sufficient proficiency in reading, writing, arithmetic, and information and communication technology (ICT), as well as to develop basic social skills. In response to this, the Millennium Project: Informatization of Education was to be implemented as a six-year plan for the years 2000 and 2005. Meanwhile, since the Science and Technology White Paper 1993 reported on the trend of young people moving away from science and technology, many efforts have been made to eliminate the trend of young people moving away from and disliking science in Japan. As the informationization of education progressed as part of the Millennium Project, the Science and Technology Love Plan was also implemented, and the Super Science High School is still being implemented as a result of this. |
