| 内容記述 | 国政選挙や地方選挙においては，期日前投票所の設置拡充が進み，投票率の向上に一定の寄与を果たしていると指摘されている。しかしその一方で，選挙の公正性と透明性を担保するために不可欠な投票立会人については，人口減少や高齢化の進行に伴い担い手の確保が困難化している現状がある。こうした状況に対応するため，近年では若年層，とりわけ大学生を期日前投票立会人として登用する自治体が増加しつつある。本稿では，大学生による期日前投票立会人参加の現状とその背景を整理したうえで，当該活動の教育的ならびに社会的意義を検討する。さらに，大学生が期日前投票立会人として参加する際に直面する課題を明らかにし，その改善に向けた方策について考察することを目的とする。 | |||||||

| 内容記述 | In national and local elections, the expansion of early voting sites has been noted to contribute to an increase in voter turnout. At the same time, however, securing election observers—who play a vital role in ensuring the fairness and transparency of elections—has become increasingly difficult due to population decline and the aging of society. In response to this situation, an increasing number of municipalities have begun appointing young people, particularly university students, to serve as early voting observers. This paper examines the current state and background of university students’ participation as early voting observers, analyzes its educational and social significance, and considers the challenges they face as well as possible measures for improvement. | |||||||
